Overlapping stages, timeboxing and sign-off

To continue my yestaday's thoughts about collisions between agile practices and real busines...
How can we apply overlapping approach while having sign-off project plan? I think overlapping can be used for construction iterations (design-implement-verify circles). That time team works on implementation for vision agreed on "requirements" stage and fixed in ProjectPlan.
So sign-off is applied for first kick-off/initiation phase. Then proceses of refining requirements/changing vision and construction of agreed vision are going cemultenously. As well as release/deployment and support/maintenance activities are spawned after construction is finished. This is also an example when we can't use overlapping: release can't be build until construction is finished.

Requirements/vision review activities going on while consuction is active and provide corrections/steering for following construction iterations. Agile here means that construction use short iterations to provide usable product as an input and adapt to changed vision/requirements quickly (in next iteration already).
